Event description:

The APDCAT side event at the 2025 Spring Conference will focus on the impact of AI on fundamental rights. The assessment of this impact is a key component of the AI Act and several other regulatory proposals, and bridges data protection (DPIA/PIA) and the risk-based approach to AI.

Moving from provisions establishing this obligation to concrete solutions to operationalise this assessment is crucial in this area, as is streamlining the Fundamental Rights Impact Assessment (FRIA) by developing model templates that combine rigorous risk assessment and management practices with the fundamental rights legal framework.

Based on an approach centred on participatory design, involving private and public entities, the APDCAT has developed a FRIA model template that can be used both by AI providers and AI deployers to assess the impact on fundamental rights in the design and development of their AI solutions. The side event will present this model and the use cases that have already implemented it in four key areas of high-risk AI applications.

Meritxell Borràs i Solé

Director of the Catalan Data Protection Authority (APDCAT)

 

Meritxell Borràs i Solé holds an MBA from the University of Barcelona, a diploma in Political Leadership from IESE in Madrid, and a degree in Pharmacy. She has held senior leadership positions within the Government of Catalonia, the Parliament of Catalonia, and at the local level. In 2016, she led training on the new General Data Protection Regulation for Catalan administrations as the Head of the Minister of Governance. Additionally, she played a key role in the deployment of the Transparency Law within the Generalitat de Catalunya and facilitated its implementation in local councils.

 

Assoc. Professor, Dr. Alessandro Mantelero

Alessandro Mantelero is Associate Professor of Private Law and Law & Technology at the Polytechnic University of Turin. In 2021-25 he held the EU Jean Monnet Chair in Mediterranean Digital Societies & Law. He is a member of the EDPB Support Pool of Experts, the OECD.AI Expert Group on AI, Data, and Privacy, a scientific advisor to the UNDP (United Nations Development Programme) on human rights and AI, and to the INTERPOL on data protection and AI. He has advised several organisations and governments on data regulation, AI, and human rights, including the Council of Europe (2016-2022), the UN, the European Commission, and the EU Agency for Fundamental Rights, the Brazilian Senate, the Government of the Dominican Republic, and the Catalan Data Protection Authority. He is a member of the European Law Institute’s Sub-Group on AI and has held visiting positions at several universities, including the Berkman Klein Center for Internet & Society, the Oxford Internet Institute, the Universitat Oberta de Catalunya, the Ada Lovelace Institute, and the Universidad de Murcia. His latest book is Beyond Data. Human Rights, Ethical and Social Impact Assessment in AI (Springer-Asser, 2022, open access).
