Dimitri Gugunava has over 14 years of experience in public service, specializing in digital governance, cybersecurity, and personal data protection.
He holds an LLB and LLM from Ivane Javakhishvili Tbilisi State University, Faculty of Law, and is currently pursuing a PhD.
From 2010 to 2015, he worked at the LEPL National Bureau of Enforcement, initially as a specialist and later as Head of the Service Development Unit (2014–2015). During this period, he contributed to the development of key digital projects, including eAuction, Statement of Facts, and the Case Management e-System for Enforcement Procedures.
From 2015 to 2018, he served as a Situational Analysis Manager at the Office of the Inspector of Personal Data Protection, focusing on data privacy policies and regulatory frameworks.
Since 2018, he has held various positions at the LEPL Digital Governance Agency (formerly LEPL Data Exchange Agency), advancing from Lead Specialist to Chief Manager of Digital Governance and Cybersecurity Strategic Directions. He currently serves as Head of the Digital Governance and Cybersecurity Strategic Planning and Analytical Unit, where he oversees policy development, strategic planning, and analytical work in digital governance and cybersecurity.
Mr. Gugunava is also contributor in international AI and cybersecurity policymaking. Since 2022, he has led the Georgian Delegation to the Council of Europe (CoE) Committee on Artificial Intelligence (CAI) and, in 2024, was elected as a Bureau Member of CAI. Additionally, in 2023 and 2024, he was twice elected Co-Chair of the Georgian Cybersecurity Public-Private Partnership, fostering collaboration between the public and private sectors on cybersecurity initiatives. Through his work, he contributes to shaping policies that ensure a safe, ethical, and rights-based digital ecosystems.
Beyond his government work, Mr. Gugunava is a visiting lecturer at multiple universities in Tbilisi, teaching personal data protection law to law and IT students. He has authored several scholarly articles and actively participates in conferences and seminars on digital governance, cybersecurity, and personal data protection.
