LIKA KOBALADZE

MODERATOR – HEAD OF THE LEGAL DEPARTMENT AT THE PERSONAL DATA PROTECTION SERVICE OF GEORGIA

Lika Kobaladze currently serves as the Head of the Legal Department at the Personal Data Protection Service of Georgia. With extensive experience in both the public and private sectors, Lika Kobaladze has held significant positions in various legal institutions.

Starting as a Lawyer at JSC TBC Bank, Lika Kobaladze transitioned into the judicial sphere, serving as an Assistant to a Judge (2010-2016), Secretary of a Court Session at Tbilisi City Court (08/2010-11/2010), and later as a Senior Consultant (2016-2018) and Chief Consultant (2018-2023) at Tbilisi City Court and Tbilisi Court of Appeals, respectively. In these roles, she gained invaluable insights into civil and administrative law.

From 2023 to 2024, Lika Kobaladze held the position of Deputy Head of the Public Sector Oversight Department at the Personal Data Protection Service of Georgia, further expanding her expertise in the legal and regulatory aspects of data protection and oversight.

Lika Kobaladze’s academic achievements are notable, holding a Ph.D. in Law from Sulkhan-Saba Orbeliani University (2021-present), with concentrations in Civil Procedure Law. She also holds a Ph.D. and M.A. in Law from East European University (2017-2021) and Tbilisi State University (2009-2011, 2005-2009), respectively, with a focus on administrative law. Additionally, she has been engaged in teaching as a Teaching Assistant at Sulkhan-Saba Orbeliani University, imparting knowledge in Family Law and Hereditary Law since 2019.

Her scholarly contributions are evident through her publications, covering a range of legal topics, including personal data protection issues, civil law, statute of limitations, child well-being, reconciliation, and judicial mediation institutions.

In 2023, Lika Kobaladze successfully passed The Judge’s Qualification Exam in Civil and Administrative Law, further solidifying her expertise in the field.
